Vertical bars are more restrictive than horizontal bars. They limit the range of motion more. Envision an inmate grabbing someone on the other side. With vertical bars, they can only "travel" 4 to 6 inches in either direction. Horizontal bars would allow further range. Plus, its harder to climb vertical bars.

Bars are horizontal because it is harder to commit suicide. It is a lot harder to hang oneself when there is nothing to tie on to. If the bars were side to side, you would have a lot more to tie on to.
