Dating in Islam is unlawful so more than likely he doesn't follow all the Islamic tenets, so focus on him as a person and how he practices Islam.

In Islam
women have just as many rights as men do.
However men have more obligations towards the family.

As far as culture..do you mean an actual African person from Africa
or black person. Because either way their culture is just their background as far as heritage and birth place etc..

If she is happy then she will be understanding of the differences between the cultures as will he. If you find that they are at odds with each other over it then you should prepare for trouble. But remember it's your mother's relationship not yours.

I think you put a lot of emphasis on classifying people, and I have to wonder if you've gone overboard in doing so.

Each relationship is unique, and if they seem happy and content with each other, who are we to say different?
