It depends. If you didn't make enough in those years to have to file, then nothing would happen. If you made enough to have to file, but had more than enough withheld to pay your taxes, you might never hear from the IRS but you'd forfeit any refund that you had coming (you can only collect that if you file within 3 years of the original due date).
If you were self-employed and evading taxes, you might get away with it, but if the IRS ever stumbles on it, you could be liable not only for the taxes but for huge interest and penalty amounts. And the statute of limitations doesn't save you - the clock doesn't start running on that until a return is filed.

You've probably got some back taxes and some fines to pay (assuming you fess up to the gov), although I think after 7 years they think you're dead, eitherway the IRS will eventually notice and come knocking one day.
Your best bet is to grab whatever records you can find for your income and then seek out an accountant, possibly a tax attourney too.
If you're income was, negligible throughout those nine years, then you probably don't have too much to worry about. If you we're pulling relatively decent income then you could have a really serious penalty coming at you.
