From what I see all that is required for a rifle is to be 18 or older.
Link attached so you can see the laws your self.
http://www.nraila.org/GunLaws/
Link to where you can buy the M4 just add M4 and search.
http://www.gunbroker.com/
Just some added info if you would like to learn more about the M4.

Hope this was of some help.

Anyone of the age of 18 can buy a long rifle or shootgun and a pistol by 21, so to answer your question yes you can buy him an m4 which is basically an ar-15 carbine with adjustable stock and such. They arn't that big of a weapon it's usally chambered in .223 that's the most common round size for an ar15. Good luck go searching the gun shops these guns are becomming more popular by the second so you shouldn't have any trouble finding one.

I take it you are refering to the Benelli M4 shotgun. Fine piece of workmanship!
A long gun (rifle or shotgun) can be legally purchased by an individual aged 18 or over any place in the United States.
A background check will need to be completed when you attempt to make the purchase. (Federal law) Be certain to have your government issued photo ID with you when you go to make the purchase. (Drivers license, not expired, with your current address on it. If the address is different, be sure to have your change of address card from the DMV also)
Not sure if the state of TN requires any additional background check other than the one that is done via NICS. (National Instant Check System that has been in place since the Brady Law took effect slightly over 8 years ago)
Best bet is to call a local gun shop and ask if there are any requirements for a firearm purchase, other than a NICS background check. Some localities also require a permit to own any type of firearm and may require a mandatory waiting period.

Sure, and no problem getting hold of them either, so long as you mean a semi-auto version.
An actual full on M4 is only available with a federal tax stamp, or in other words a full auto permit, and those are significantly difficult to obtain.
Personally I prefer a non-military barrel profile, the thin section just ahead of the sight/gas block is to accommodate the forward mount of the M203 grenade launcher. You are never going to fit one of those and it just makes the barrel less stiff than it could be, which reduces accuracy slightly. I also prefer stainless, so I use a medium weight stainless barrel. Makes very little difference to the look.

the AR15 in civilian M4 configuration would be considered a long gun as far as the feds are concerned, and yes, you may purchase one when you are 18. However, depending on your state laws, you may be required to be 21, or you may be required to get a purchase permit, as the state may have the weapon defined as an assault rifle.

If an "assault weapon" is legal in your state, then yes. An M4 is classified as a long gun which requires you to be at least 18. Honestly an M4 is not that "big" of a weapon in overall size and power. It is a very compact weapon and essentially shoots high powered .22 bullets.

18 to buy rifles and shotguns (with a cooling off period)
21 to buy a hand gun
Simple enough?

Yes you can buy one at 18, but you will have to swear in writing that you are not purchasing this or any other gun your buying for anyone but yourself. This is Federal law and gun retailer can and do lose their FFL license's for just this reason, it circumvents the instant back ground checks done and is due to this very reason. I'm not saying your dad is a criminal or cant legally buy a gun on his own, just keep this in mind before you do this, again...
