Question 1: No, I don't necessarily like to see underwear. Unless it's pretty underwear.
Question 2: No, it's not necessarily inappropriate for women to uncover part of their breasts. Bridal gowns are often very low-cut, as are evening gowns, and nobody considers that improper. The woman's age can also be a factor. Young women can get away with it, especially in warm weather -- and bless 'em, I think they should get away with it at every opportunity.

Seeing a girl's thong (especially when she is doing it on purpose) sort of grosses me out. If it's unintentional, not a big deal. The pants we women have to buy these days make it hard not to show your undies when you sit down. Everything is low-riding and hip-huggers.
As for breasts... do you mean showing cleavage? I don't think there is anything wrong with that unless you are at work or if you are a teenager at school.

Seems the standard today are different from country to country and state to state. I see males of various ages, usually under thirty, with the pants riding low and the underwear showing. I just laugh to think, "Hey, he has blue shorts on." As for a woman showing her breasts, I feel it is a personal thing except at work or a funeral. I figure the person must have a great opinion of themselves and their breasts to "let it all hang out." As for me, I am a conversative person who can display "my assets" without displaying my skin.

For the underware, it depends if she knew it was sticking out or not. Sometimes where i work...i'll bend down to pick something up and the top of my underware will show...not on purpose but thats how the pants are.
But if the woman has a thong on and she has it pulled how far up so you can see it...then thats inappropriate.
As for the breast part, if its just cleevage...then there's nothing wrong with that. Heck, you can't find shirts that don't show it. If its her whole breast hanging out...then you have a different story....

Inappropriate in public. That's why it's called "UNDER" wear - it's supposed to be under something else. I would hope a woman would know how to keep her stuff covered. The ONLY exception I would even consider making about the breast issue would be for a mother breastfeeding their baby, but still - they should carry a blanket or something and keep it covered - just out of self respect.

The underwear part,m as in UNDERPANTS, I don't like it. Especially when it has those "funny looking" or "funny smelling" yellow/brown spots on them. The breast thing? Well, I'm a man, what can I tell you? But..there is a right and a wrong way (and place) to do things. Looking nice, being ATTRACTIVE, and DRAWING ATTENTION, are two different things.

I think it's gross when underpants stick out. My son's only 6 and baggy comes with the territory of growing, but I've told him if I can yank them down to his knees he can't wear them. And I'm sticking to that as he grows. Fashion is fickle, insert some common sense.
As far as bare breasts, I think the poor thing must have a low concept of herself.

depends how much. for some girls, having their thong showing is a fashoin statement. sometimes it's not apropriate, but sometimes it's ok.
as for girls showing their breasts, if it's not the whole breast, then it's ok. it looks good to show off what you have. you should not judge whether it is appropriate or inapproriate for someone to wear something without knowing why they're wearing it. If you work hard to keep your body looking good, then you should show it off. if you don't have a body worth showing off, then you should work on that and not begrudge the women who do.

oh my gosh it's disgusting and disturbing. Honestly, I don't know what has happened to decent respect and public appearance. Then they complain about people staring at them. Well what the heck do they expect? People don't really wanna see your privates while on their way to the store or something. Or school.
