You are not advised to use an electric blanket while it is folded in half because it can damage the internal wiring.
That being said, The temperature inside the blanket (where the two folded halves meet will be at least twice as hot because it is receiving heat from both sides and no air circulation. The temperature under the blanket would be hotter than normal but not twice as hot.

i personally don't think it will be twice as hot. maybe a bit hotter, but not twice as hot. I think it depends on how much space is in between the bed for example and the blanket. If there's not a lot of space, that space will get very hot. If there is a lot of space, it won't get quite as hot. Now if you add another layer of heat, such as folding the blanket in half, it will heat the space more quickly, but that space can only get as hot as the heating elements will allow. So, the space will heat more quickly, but won't get twice as hot. Because by that reasoning, you could fold the blanket 10 times and start a fire..and that probably wouldn't happen.
