You can't fix broken capillaries yourself but a dermatologist can help with that. You can cover them up with concealer.

Let me offer you a suggestion. I also have very dry skin on my face. I use a light coat of petroleum jelly (vaseline) on my face at night before I go to bed. In the morning, I can wash my face with warm water and a wash cloth and the dry skin rubs off. If I
exfoliate with a scrub, the problem seems to get worse.

Try petroleum jelly. I swear by it.

I don't know anything about eczema but I have a mild case of psoriasis that was diagnosed by a doctor many years ago. He informed me at the time that there were some over-the-counter products I could use to relieve the symptoms but that the cause of psoriasis was unknown and there was no cure.

But then several years ago, my ex-wife found an article on the Internet which claimed that sugar was perhaps a cause of psoriasis. I stopped eating sugar and the psoriasis cleared up in a couple of days.

This is an ongoing experiment for me since I never fully gave up sugar. I love cookies, ice cream, chocolate cake and apple pie. I will go weeks at a time without eating any sugar at all and then I'll have a couple of cookies or something. If that is all that I have and I immediately drop sugar from my diet again, no psoriasis will appear. But if I have sugar for several days in a row, the psoriasis returns.

I am not aware of a home remedy for fixing the capillaries. Maybe you could hide the imperfections with a good moisturizing makeup instead of exfoliating so much. Good luck

stop exfoliating so often. you're breaking your skin and damaging it more than it is. cut down to twice a week.
I'm sure you have special creams and moisturizers to put on your skin.
If not, try Neutrogena Oil Free Moisture for sensitive skin.
I don't really know what else to say, but I do know that your spots and broken capilaries are from too much scrubbing.
