If it is a regular animal shelter they would tell you if you can adopt that day if it is a rescue they may take longer as the policy varies from rescue to rescue. Shelters do not transport rescues often do, check with the shelter they may know someone, you may contact some rescues near the shelter and half way to see if they have anyone who would volunteer to help you.
Good luck and bless you for considering adoption, it is very rewarding to save alife.

No they don't unless you get a really nice person that works there to meet you half way. Most selters will only adopt out in their own area. Double check if its okay that you can first before you make the trip.

I did that once and drop and hour and half in each direction. The animal died four weeks later because it was a very low income area shelter. Double check if they have a policy to replace the dog if the dog dies in so many weeks. Mine did.

why don't you ask the shelter? they may be able to accomodate you, especially if you meet them half way.
it depends on how many other people want the dog you want in deciding who is best suited for the dog when waiting for an answer on if you can adopt the dog. i got my approval in about 30 minutes.
if you want the dog, spend a day and go and get it. do you not have a car or what?

Some do and some don't. Ask the specific shelter to be sure. Sometimes they'll have a volunteer who's willing to meet you halfway... esp if the animal has an upcoming gassing. Sometimes a local rescue will be willing to have the pet pulled and then you can adopt it from them.
