Whenever you feel like it! Of course that doesn't mean you can do it in public and you shouldn't be ignoring other duties or obligations but the nice thing about jacking off is that you can do it any time and any place that you can find the time and privacy for it. First thing in the morning? An afternoon break? When you get home from school or work? Before you go to sleep? It's all up to you but jacking off is an acceptable activity 24/7 in my most humble and ancient opinion. Of course your dick will probably tell you when it needs some exercise too!
