It's nice that you don't want to hurt him. Unfortunately, you can't control whether or not you hurt him - just how much.
So try to keep it to a minimum. When he asks you out, you smile and say, "Thanks for asking, but I can't." You don't need to say WHY you can't unless he just keeps asking and asking and asking, in which case you have to fall back on the old, "I hope we can be friends, but I'm interested in someone else, I'm sorry."
He'll be hurt, but he'll recover.

just tell him nicely that you do not want to go out with him because you do not want to be anything more than friends...in our time in our lives we will all be hurt probably many times before a person finds mr or mrs. right if there is such a thing anymore.............so just be nice and just tell him and do not feel bad...just be friendly

You tell him that you aren't interested. He won't be hurt unless you lead him on and then tell him that you don't have feelings for him. Sure, he will be disappointed but he will be fine and he won't be left wondering about the situation.

Don't get caught in the trap of being dishonest just to protect him. That does not work and causes a bigger problem later.

Tell him the truth. Don't make him wonder about it, let him know how u feel and most important, don't tease him. Just pull him aside and tell him upfront.
