Go to a dermatologist. This could be rosacea. The nose could be one of the first signs of this disorder. It is very treatable although not curable. The redness can be an increase in blood flow to that area and eventually you would see broken capillaries in the nose and across the checks and perhaps the chin. It can also cause an outbreak of pimple like places across the checks.
When in the nose it can cause some pretty nasty looking enlargement of the nose .... It's thought that W. C. Fields had rosacea.

Since the weather is colder, it could just be dry, irritated skin. Or it could possibly be a condition called Rosacea.

Do you drink alchohol? Because if you do, it's from that, if not, you could have a variety of skin disorders. You could also have some type of respiratory problems, they show up on the tip of your nose. COPD, Emphysema, any type of chronic resp problem means a lack of o2...look into it, it could be something simple, or serious.
