I think different pictures of you and your fiance as the centerpieces in pretty silver or gold frames. You could also have little cardstock printed stories of your relationship printed to go by the the pictures.
Also some pretty glass bowls with flowers floating in pretty colored water.

First off you don't need to rule out candles due to the ban of flames at the reception hall there are a variety of battery operated flameless candles out there...

My (now) wife bought out a stack of small but rugged treasure chests from a store that carried knickknacks. They were about 10" wide x 5" deep x 6" high, and made mostly out of burnished aluminum. She dropped in some potting soil and planted a few marigolds in each one. Instant centerpiece! They didn't break the bank, they looked a lot nicer than most (much more expensive) pieces I've seen at other weddings, and every last one went home with someone at reception's end. Although the marigolds are long gone, we still have the box in our family room, holding stuff (and we still hear from other reception-goers who still have theirs, holding stuff).
The treasure chests are ubiquitous: we've seen them at the moderately priced Pier 1 and Crate & Barrel, and at less-expensive places like Big Lots, and even Wal-Mart. My guess is they're all stamped from the same plant in Southeast Asia, so you might as well go Big Lots and put the money you save into having the photographer hang around an extra ten minutes :-)

Another person on here was doing butterflies at her wedding so she is making an arrangement with flowers that are the color of dresses and then each table is labeled with a specific type of butterfly. So this table would say "MONARCH" in script above it, with lil Monarch butterflies in the arrangement and a bit of an info sheet about the Monarch butterfly.
For a tropical/Caribbean wedding, take different customs. I wanted to create a lil info sheet about different customs of different Caribbean locations. A lil bag of gold coins on the table and an explanation "In Guatemala it is tradition for the bride to present the groom with a bag of gold coins at the alter". Another table would have a lil bride and groom doll, with the explanation "In Puerto Rico, the custom is to have a doll identically dressed like the bride and groom to ward off evil spirits". Since it wasn't a sit down dinner, it would allow the guests to wander and read all the different ones.
I saw in Modern Brides that a bride made different flavor cakes for each table and put a sign that said, "Red Velvet. If you would like to try another flavor, offer to trade a piece with another table"
Another one was make each table a place that means something to you/places you have traveled together. If you are getting married at the beach, different islands off the coast. Have a picture of the site and a lil explanation of what made that place memorable.

My sister had beautiful center pieces at her wedding and we made them ourselves. She bought clear flat bowls, colored glass rocks that matched her wedding, and various colored flowers that matched. we cut the flowers (orchids, roses and lillies work best) with small stems and floated them in the bowls after she put in the colored rocks. On the parent tables and bridal party tables, she added a gold fish or a siamese fighting fish to the bowl. (We gave the fish to the little kids at end of night). To give a candlelight illusion with out the candles, we used clear rope lighting (from target/walmart) under the edge of the table clothes. It doesn't get to hot, so it's okay to use with cloth..but not paper table coverings. It was beautiful!!!

Well i dont have ne website ideas, but i do have a creative one of my own, go to an arts and craft store, like michaels (that is in WA, dont know where your from) buy smaller glass bowls they have all different kinds, put 1/2 full of water, if you wanna get creative you can make it colored water, and put in flowers, to make them float, (plastic ones) then there are small bads of silver and gold doves and wedding bells you can buy sprinkle them around the bowls and there ya go. It is a money saver too :)

You could make baskets that contain disposable cameras, wedding favors and flowers or something. That way the guests can take pictures of your reception for you and they get to "help" with the reception.

I've seen glass vases with a bow (1 of the wedding party colors) around the top, filled with colored marbles (also color of the wedding), water, and a few flowers floating on top. These were also placed on mirrors. Just an idea, good luck!

Try the centerpieces with battery operated "tea lights" they are very elegant looking and you will still have all the light you want with out the fire risk
