I want to go to the British Virgin Island, and I need a passport. My last passport expired 2 years ago. The form to apply for new passport says it requires to prove that I'm a U.S. citizen, I'm not a citizen yet, but I live here for 4 years already. Can I still get a new passport? How???

You have to get the passport of your home country. You cannot get a U.S. passport as a resident.
You need to contact your home country's embassy or consulate and obtain a passport from them that way.

where was your last passport issued at ? which country ?
wherever you received your last passpor ? is where you will need to apply for a new passport , from your country of origin .....
the reason it asked if you are a US citizen , it because you went on a site that deals with visas and passports of US citizens only.
would you like to come back and say , which country are you from ?

You cannot get a U.S. Passport unless you are a U.S. citizen. If you are a resident alien, one of the stipulations of your staying here is that you keep your passport current. You need to renew the passport from the country of which you are a citizen. Then recheck the entry requirements for a citizen of YOUR country, not the U.S.

You can only get a US passport if you are an American citizen. As you said, you are not yet a citizen so you must obtain a passport through the country in which issued your prior one.

You can get a new passport from whichever country issued your last one. You will not be able to get a US passport until the naturalization process is complete. Plan to submit your old passport with your application for the new one. Check with the appropriate embassy or consulate for details.

No,you can't get a passport unless you are US citizen.You will have to go to your birth country embassy and apply for a new passport of if you have relatives back in your original country that you can trust is faster if they go and apply for you at country

Yes, you have to be a US citizen.
If you are here on a visa, you are required to have a valid passport from your country of citizenship. Looks like your visa just expired.
