I don't make excuses, but I tell the truth in a way people sometimes don't pick up on.
I get hit on at work a lot and when they ask me out I say, "I don't go out with customers on days that end in Y."

I don't lie, always tell the truth. It's much easier then making up a lie and then having to remember what lie you told. And you have to remember the lie that you told forever incase the subject ever comes up again. You'll be much happier in life and have much less stress if you just tell the truth.

Blame it on someone else. If you are a teen, say you can't because your parents won't allow it. If you are an adult, say your significant other is not up to it, so you will just go along with what he/she wants. If you don't have a significant other, use your boss, an elderly aunt or somebody needs for you to do x, y, or z.
When all else fails, why not just be honest and say, "I don't want to." Wow, that is so liberating.

i don't usually use excuses.I'm what they call straight down the line.honesty,can sometimes hurt,but people who know me understand.i am not saying i have never used an excuse,it used to be the old feeling unwell trick
