He pretty much is sayin to u that he is not going to get gf's to forget about u. Which means he going to forget about you anyway with or without a new gf.

i would problem have to say that he thought you thought that hes not allowed to have girlfriends... you might want to rephrase that and try again!... or he might have meant that hes not lowed to have girlfriends... it really depends on the situation your in.. either way you might want to try talking with this guy again and find out what his deal is!

He's telling you straight up that he will be talking to other women. He's putting it out there just so you know and won't go ballistic when you find out he is with someone else. Ditch him.
