Go up to him and just ask him if he wants to hang out, go watch a movie as friends or something. After you guys finish, tell him what a wondereful time you had and that you should do it more often. That will give him more chances to ask you out. Or you can just talk with him and then open up the conversation of boyfriends and girlfriends and tell him that you would love to have a boyfriend like him.
