my hair is thick, dirty blonde, wavy, and 3–4 inches below my shoulders..... its kinda boring right now, just a few layers and bangs...... i am not aginst going short..... how should i cut my hair??

A mans perspective here... don't go short. Men like long hair. It's hard to give much advice without seeing your current hairdo so I'd have to say to leave it alone.

u should cut it so the bangs go to the side of your face (right or left your choice) and short and spiky in the back!!!
