This boy is a freshman and i am a junior. I see him staring at me sometimes but he is really shy with me. We make eye contact all the time. But never have any elaborate convo's cause he is so shy. There was this time when he said bye to me where he looked like he wanted to give me a hug and then kinda stopped...it was really awkward. When i try talking to him he kinda just blushes and walks away. What do i do to get him to open up? and how should i ask him out, cause i am grounded and all....for a while.

he probaly does like you,but i would say invite him to like a group outing cuz if hes that shy he might feel better around more people than just you and him and that way you can get others opinions on his behavior.
