My 1998 Dodge Neon the wipers turn on and off by itself when I am driving.?

The problem is neither with the switch or fuse.It is the wiper relay that is at fault.Remove and replace.

sounds like a electrical problem with the switch. it can't be the fuse because once a fuse blows, the wipers would not work at all.
