He can pull you over for any reason at all. Since he had pulled you over in the past and remembered you he probably ran your tags and the suspended license popped up. Then he had a reason to pull you. That is not harassment.

Generally an officer will need probable cause to pull your car over.
If an officer has knowledge that you did not have a license or were suspended he definitely can pull you over anytime he wants even if you did not commit any driving infraction at that time.
The problem here is ....the officer may have not had knowledge based on what you are saying as you could have had your license reinstated since the time of the first stop. Most judges would rule in the officers favor based on your prior stop, especially if you still did not have a valid license.
One thing I am totally sure of though...it is definitely not harassment in any way. Not even close.
At best if he cited you..you can fight the violation in court citing the fact that the officer did not have probable cause for the initial stop. My experience is that you will lose 99 percent of the time though based on this situation.
My advice is to get your license back and drive in a safe manner in the future. GOOD LUCK

There must generally be some reasonable suspicion (less than the probable cause standard) to believe something illegal is occurring. But that can be anything, even moving at 1 mile per hour over the speed limit.
However, even if a stop is later determined to have been without any reasonable suspicion, the fine for driving without a license will probably be upheld.

Firstly he was nice enough to let it slide the first time however when he saw you of course he is going to check that you now have your license.
Secondly yes they can pull you over to check your license. In fact last summer they had a campain where cops were pulling people over to check their insurance and registration *lol*. You think you have all the forms you need then you find out you're missing one. We got pulled over twice.

The cop had probable cause. He was the one that pulled you over the first time. He saw you driving again and wanted to make sure you had your license. That's all. He was just doing his job.

No, since he is the one who found your license out-of-date he can stop you for "probable cause". He suspected you may not have corrected the license - probable cause. Why did you wait so long to take care of it? Whose fault is that? If you didn't have the money for the update, how will you come up with the new expenses. AND the license?

That's called the law. If you don't have a license you should not be driving.
Just because he let you off once does not mean he should do it again. If he did he is a very kind man, under the circumstances he just might the other way once again.
Count your blessings if he did.

Add my vote to the "he had reasonable cause" crowd. He recognized you as someone that had driven without a license in the past. It is reasonable to check to see if you are doing so again.
