The Lincoln Tunnel runs under the Hudson River, so yes, technically, there's water above it. If you walk to the River at W 34th Street, you can also see the ventilation towers at either end of the tunnel.

The Lincoln Tunnel runs underneath the Hudson River, from Midtown Manhattan, NY to Weehawken, NJ.

I'm no engineer, so ask them about why it doesn't cave in from the water pressure. Let's just say it's good engineering.

No there is rock on top, The tunnel is bored through the bedrock below the bed of the Hudson River. The common misconception that tunnels are concrete tubes which rest on the river bed surrounded by the river is therefore wrong.

"...why doesn't it cave in from the water preasure?" You don't understand the concept of tunnel, do you? Think about the BART train that runs under San Francisco Bay and the Chunnel.
