im 15 and 135 pounds (mosty muscle, some fat over them). i want to be 20-25 pounds lighter in 17 weeks (so 110 or 115)... possible?

here's what i plan to do:
- eat less (i dont eat junk at all to start with)
- drink lots of water
- exercise 1-2 hours each day

but... what kind of exercise should i do to tone DOWN muscle and lose fat at the same time? i dont want to build more muscle (i used to be a swimmer).

what kind of aerobic exercise will work for me? how often (3 times a week or what)?

First and most important, consult with your doctor. Your 15 and need good nutrition to keep growing.
Only eat less if you are currently overeating. Don't overdue it on the exercise either, injury can happen.
To tone down on muscle, do more aerobics, like biking or jogging. The muscle you do have will help with stamina needed for both activities.
Find out about nutrition and exercise either through reading or the internet or talking with a coach or doctor. Knowledge is power!! Good luck and I know you can do it!

Your plan sounds pretty good! A common misconception is that we are too bulky because of our muscle. You want to increase lean muscle mass because that is what allows you too loose inches. That is only for girls!
I will recommend that you do high energy cardio/aerobics. Run or biking on a low resistance plane--remember low resisitance but high intensity. Those will be your keys for slimming down!

lo-impact aerobics atleast 3 times a week--I usually do 5 days a week.
