Are there any programs where students can exchange between schools for like a year within the US, such as between California and Minnesota?

To switch from Cali to Minnesota would be a national exchange, not international. International means to another country.
Basically I do not believe that there are any programs like this. If you want to do an exchange you will have to look into another country. If you really want to go to another US state then you would have to live with an aunt or something and your parents have to give them legal guardianship for the time that you are there. If they do not have guardianship then they cannot register you for school, etc.

There is an international association for the exchange of students which is the IAESTE (International Association for the Exchange of Students for Technical Experience) which exchange students in the fields of engineering and architecture between countries and the USA is a full member in this association.
