In Chicago and its surrounds, you ask for Lake Michigan water which is better than bottled water and comes straight from the tap and is free. I never heard of a bar refusing to give a glass of water to a customer. Refusing to sell bottled water makes no sense. I don't know how they would feel about wandering free water drinkers who might take up paying customer space. Since all are potential customers, I can't see you being refused if you decide "to start" with a glass of water..

I knew a guy that only had water at a bar. The bartender stopped the flow of water to the guy because he wasn't making any money off of him. It wasn't "legal" for him to do so, but really, what was the guy going to do? I guess he could have made an issue out of it somehow, but the bartender wasn't going to lose any business anyway. Actually, the guy was just loitering there waiting for women to get drunk enough so that they would go out with him. A bar is there to make money, and they won't make any from a glass of free water.

I doubt if it's illegal for anyone not to give you water. I've seen a manager tell a street person in New Orleans, "This is the last cup of water you get." I felt sorry for the old man and gave him my cup of water and a hamburger.

I was a bartender on Division on Chicago and when it is busy, I sometimes "forgot" to get people their water - I know it sounds bad but when you are running around like crazy, water is the last thing on your mind - also you know that you aren't going to get tipped for that water. That was how I made a living so it sounds heartless but that is capitalism baby!

Geesh, I've been to some places that give the designated driver free soda all night and they can't even give you a glass of water! That is just wrong!!

Absolutely. In section 2 of article 6G of Illinois code of public health, refusing to serve someone water or equivalent beverage is a 2nd class misdemeanor, which can result in a fine of up to $250.

Nothing illegal about it. Someone has to wash the glasses or cover the cost of disposable ones.
