I suppose you've, um... given this some thought. Please be absolutely sure you're doing this for the right reasons.
If he isn't really interested in having a personal relationship with you, is sex going to fix that??? Most men who are truly interested in a woman don't usually have a problem letting them know they want sex.
You can arrange a romantic setting, do a little flirting during dinner, wear something sexy that is easily slipped off, kiss him, cuddle with him, let him see a little skin.. and see what happens.
If you've already tried that and some of the other suggestions listed here... perhaps you should discuss it with him. Maybe he just isn't into starting a relationship with you. Maybe he's not ready for sex. He'll tell you what it is, if he doesn't feel threatened.
And... if you're not ready to be parents... rethink this whole thing.
