depends on what you call dumplings, the soft fluffy bisquit type that you steam /bake on top of your beef or chicken stew? or the egg /potatoe noodle type dough pinched and dropped into the boiling broth of soups and stews?
i,d say where i live the first type is more common .and i do this alot in the winter.and yes my stew has potatoes in it.

here instead of pinch and dropping dumplings or spooning we tend to take the same dough roll it out and cut it into wide noodles or squares.
when i first moved here i was surprised that many people put pinch and drop dumplings into potatoe soup!
you just cook your potatoes ,(onions ,celery) whatever till soft.then drop in the dumplings into the water and cook .add your cream /milk ,when done. season and eat.this is an area tradition thing and many have never eaten it any other way.

If it's a beef and ale type stew I put dumplings in the stew then serve it with mashed potatoes, yum yum yum! If it's a lamb hotpot type then I put potatoes in the stew and if it's a chicken casserole I do none of the above, but I serve it with wonderful crunchy bread and butter!

Dumplings! Yummy. You can have potatoes with anything but dumplings go with stew. I wouldn't have both as it would be too filling.

If I have dumplings I use bread as a side dish instead of potatoes.

I don't tend to put potatoes into my stew because I like mashed pots to soak up the sauce.

I put Stew Meat,Potatoes,Onions,Red or Green Bell Peppers,Carrots, and Onions, When the stew is done
I add a Rue ( Flour/water thickner) to make gravy.
then add it to the stew. Cook an aditional 10-15 minutes
so the flour cooks and gravy thickens.
I serve the stew over fresh hot home made biscuits, I use
Bisquick for the biscuits.

Potatoes. I usually serve stew with (American) biscuits, though, which are very much like dumplings except that I bake them instead of boiling them.

Dumplings are for Chicken and dumplings.

Potatoes are for stew. Potatoes, carrots, peas, pearl onions and a very thick, creamy gravy.

And then I bake some homemade biscuits and everyone uses them to sop up the thick, creamy gravy.
