Personally I would not choice either of your choices. Carpet is nice but holds dust, anyone with allergies will surly stay away. Vinyl in dinning room and hall no. Go with Laminate flooring looks really nice doesn't cost a hell of a lot and is durable. New coat of paint in areas adds value to your house too.

Carpet is great for sound control in larger spaces, vinyl is easier to clean, and less chance of staining. The living room should have carpet, it will make the room feel warmer. Dining room and hall could go with vinyl.

If you are selling, try to go with a neutral color so it will not clash with the buyers tastes. You probably do not want to invest a whole lot into the flooring in case the buyers decided they want to do something different.

if you go to vinyl from carpet its alot of prep work, ie subfloor issues , vinyl to carpet or carpet to carpet is way easier , carpet is usally the better choice for a home , warm and cozy and if its new, then buyers know its clean

If buyers have kids or pets, they will want vinyl. The others can always use room size rugs. I would go with vinyl.

vinyl usually looks cheap, so it will be a flag to homebuyes as something they need to replace. however, brand new carpet is brand new carpet, even if it's not berber.

Put in the one that needs it the most. The one that is the "eyesore" so to speak. Ask your realtor or a friend and see what they say since they are there with you.
