By scriptwriter, i'm assuming a copywriter? If you're working freelance, you need to create a portfolio and send it around to as many ad agencies as possible. It's not a matter of them hiring you if you're freelance. It's something that you have to seek out by getting your name out there. My dad is a freelance columnist, who seeks out newspapers to carry his column around Canada and the States.
But unfortunately, an ad agency wont hire a freelance copywriter. They will hire someone inhouse, because they only get paid like $30,000 - 32,000/year and that's full time.

I just returned from India after about six months there, writing stories for screenplays and of course working on my book, which i completed. Make sure you register all your material with the writers association in Andheri East before parting with it.
Unfortunately, after six months i had no headway and had to leave India. Indians are not likely to give outsiders a chance, so even if one is sitting on a goldmine, they will not know unless given an opportunity to prove their talent. Agencies do not appreciate fresh talent i noticed.

assuming you're from india,
agencies like ogilvy & mather (o&m) and lintas do hire free lancers but you have to prove yourself to them... these guys are the best in the business and don't take in people without rather tight scrutiny... check out mudra communications, madison communications and fountainhead communications too...
if you've got no prior experience, i'm sorry to say it's not going to be very easy... freelancers are usually people with umpteen years of experience who cannot go in for the full time job due to time constraints...
prepare a portfolio of yourself, include your experience, any scripts for ads or anything you've done, samples of your work etc and mail them (find out the mailing address and the name of the HR personnel in charge of recruiting) over to the respective person...
