Well, an international student is not a US citizen. However, they do have a student visa and are here legally to study. Some non-citizens could have a work visa and are here working legally. Others may be married to an American or adopted from another country but have never become an official citizen; although they are here legally. Then of course there are those who are not here legally, but work and sometimes even go to school. If they are not legal and they get caught then they are deported.
