Of course if you mean it, it is the right thing to do. I really do not think making an apology is a sign of weakness under any circumstances. However, if you do not mean it, then why make the apology.

I think that if the person that you are considering apologizing to, deserves an apology, then you should give them one. It is not a sign of weakness. It is a sign of good character.

Depends.

Some people are always apologizing for existing; their inferiority complex constantly assures them that everybody resents their mere presence. Hence apology can be a sign of weakness.

In other situations, an "apology" is just a formal means of dismissing a resolved problem. It's "no hard feelings, let's move on." In this case it's really beneficial for both parties, and I'd say it's the "right thing to do."

If you are in the wrong I believe it takes real courage to apologize. But, there are cultures where that is not considered wise or prudent. So, no matter what your faith, it pays to know the customs of where you are, the person you offended, and whether or not it was an actual offense.

Of course it would equally be smart to think twice and speak once. I myself am continually guilty of reversing this order.
