Not Exactly, Barclays offers the option for children 11 and over to have a visa electron card that can be used in stores and online however parents have to sign an agreement form to allow you to have it.

The HALIFAX EXPRESSCASH current account for 11-15yr olds comes with a VISA Electron debit card.
http://www.halifax.co.uk/bankaccounts/expresscash.asp
But that only pays 1.51% interest on in credit balances (still more than what us grown ups get.. usually 0.1%), compared to a current interest rate of 5.55% for the Halifax Save4It account for under-16's http://www.halifax.co.uk/savings/save4it.asp
Which doesn't come with a debit card, so you may want to consider one of each..... the EXPRESSCASH for money you've got to spend, and the Save4It to keep spare money you want to keep saved for when you REALLY need it (if you haven't already got a savings account). And it can make a BIG difference.....
If you have £100 in the Expresscash account @ 1.51%, you'd earn £1.51 on it after 1year.
Stick the same amount in the Save4It Account @ 5.55%, and after a year you'd earn £5.55 on it (more if you kept adding to that £100).

yes you can at any age. you just need a birth certificate and they prefere a photo id but I doubt you'll have that. Some banks don't need a photo id though, all depends on the place. Do you have a social security or social insurance number card?
2 forms of ID should be good though.
Also most bands want you to put at the least $10 in your account when you open it but most prefer $20.
you mean debit and not credit right? I think people have that confused. Credit Card you need to be 18. For a bank account which you'll get a debit card you can be any age!!

From the age of 11, you can get a Livecash card from HSBC which will allow you to withdraw money and once you turn 13, they give you a Solo card. Check the links below.
They even pay you interest!

They can not offer you a debit card, but they can offer you a cash card. Go to the bank and ask. dont be put off by one bank refusal. they are all have different procedures, and you might be able to get one from another bank.
