Your sai should extend just a little past the tip of your elbow when you have them closed against your arm.

The blade difference is just a preference in how they look and little in their performance unless you have been using them for 30 years and are used to a certain type of blade. One blade is circular without groves and the octagonal will have some edges. The groves can aid blocking and striking in different ways since a smooth edge can react differently than the grooved edge. But this preference in feel would take a long time to make any difference and they are not a modernized weapon that is used today. They are great for developing manual dexterity and strength in ones hands, however.

Personally, I would go down the half inch - if they are too long you will only keep skewering yourself, and half an inch too short shouldn't make any real difference to your action.

The difference in blade shape is purely cosmetic.

they should be about an inch past your elbow when they are closed against your forearm.
