A person with lots of interest can entertain themselves anywhere. Use some imagination. What do you like to do? Maybe you need to take up some hobbies? If you do have an interest or hobby, you might be able to find other people who share it.
The more people you know, the better chance of finding things to do. Join something. A church? Not religious, check out what local clubs there are. Even really small towns usually have a chess club and other things going on, but that might not be obvious to a newcomer. Ask around.
Volunteer. Is there a yearly cleanup that the whole community is involved in? What other volunteer opportunities are there? You can ask at the Chamber of Commerce and check the local newspaper. When you volunteer for a good cause, you meet lots of other people and it's easy to start up a conversation when you're working along with someone. Even then, the people you meet might not be the ones you'll end up doing stuff with, but they may introduce you to somebody who will be interesting.
It's a numbers game. The more you're out there and the more people you meet, the better chance of finding out where the fun stuff is. Good luck.

Come to Manhattan, New York. A lot of life here! Especially in Times Square. I'm also from New Orleans, & I lived in Manhattan for a small while, but I now live in Brooklyn. If you're on low income, Section 8 is accepting people quickly & go by your income. New York is expensive, but they have a lot of 99 cent stores & their clothing stores don't charge tax.

Small towns can be boring but they can also be some of the weirdest and coolest places in America. I mean weird in a good way. Start looking at your new space with a camera. It will give you a fun reason to go walking around your new community.
