I'm not going to lie, it is very risky. If you don't feel right about the transaction, then don't do it. If it is out of the country, don't do it. Don't wire money.

If at all possible, fly to get the bird. You will have to ship it no matter what, and that way you can see the bird, the people and give them cash. They might even give you a discounted price for meeting them and paying cash, it doesn't hurt to ask.

Many bird breeders have websites, so don't dismiss them all as risky. Most breeders ship birds all the time so they know how to do it right and do it safely.
Two of my three birds are from breeders I found online. One of them came from a breeder in West Palm Beach and I paid for her through PayPal. The bird was shipped to me via Delta Airlines and arrived in perfect condition.
The other bird I drove to Kissimmee to pick up, but I made initial contact with the breeder through the breeder's website.
If you're careful, it's easy to find the bird you're looking for online. Even if that bird is hundreds of miles away, in another state. Airline shipping is also not as risky as you might think.

Just make sure you can get in touch with a real person through it -- either by email or telephone.

Never buy pets online, many are scams...you will pay for a bird and get nothing in return. Don't get any pet unless you can see the bird live and in person, and be able to see the facilities the birds are kept in, talk with the breeder, and get some paperwork about the bird.
