I live in an apartment and i want a dog i am not sure what kinda dog would be best(what dog barks the least and has a good personality)! but it has to be under 25lbs full grown in order for me to be able to keep it in the apartment w/o getting in trouble

"best apartment dog" is really relative. A Great Dane, though they're the size of a horse, would be suitible for apartment life because they don't need a lot of exercise. A beagle, on the other hand, is a lot smaller, but are high energy (and as was posted, would need to be walked often).
To me, it doesn't matter what breed it is... it all depends upon the dog and it's personality. Smaller dogs are known for yapping more because their owners tend to let them do it. Whatever dog you get, if it does bark, you can correct it! So don't make your decision based upon the fact that one breed may bark when someone knocks on the door... nearly all dogs will do that.
My recommendations would be:
Some breed of terrier or terrier mix
Bichon Frise
Maltese
Pembroke Welsh Corgi (I have had 3 they're great)
Bulldogs
Boston Terrier
Again, just because they are small, doesn't mean they don't need exercise!

Chihuahuas and pugs are both good apartment dogs. I also a friend who has a very cute beagle as an apartment dog, but she takes the dog for two long walks a day. Hope that helps!

Basenjis don't bark; they kind of yodel. Most of them clean themselves like cats, they are clowns-love to play and are easily trained. Have short hair so grooming isn't a problem.

pomerainians are good house dogs, but if someone nocks on your door they will most likely bark, who about a yorkie or somekind of small terreir

i think you can have a Chihuahuas and a shitzu they aren't loud dogs to have in an apartment

Daschounds, poodles, poms. Just make sure you have time to devote to your pet - they crave love and attention just like humans do. And if they don't get their exercise the get fat just like you do, too.

i would have to say a pug they are small and they bark also if you treet it nicely it will have the best personallity
