You cannot have a debit card until you are 16.
You cannot buy or sell on eBay until you are 18.

13 year olds can have debit cards - they are not credit cards! I had one when I was 14 and I'm not a liar.
You can't buy on Ebay or link a card to paypal until you are 18 though (without help from the parentals, anyway).
Maybe ask your parents if they could set up an eBay account and you could pay with cheques or postal orders for anything you buy?

You can only use your debit card if the seller excepts CC. however, you can use your debit card set up an ebay account in paypal, and use it just like a bank, however it take 2 to 4 days before money can be transferred in or out of paypal. most sellers will take a money order.

Who's debit card would you be using? It would be illegal for you to use anyone else's and I know you can't get a debit card when you are that young.
