When you get into the double letters, you can usually go up into the next cup size, one letter. So a triple A would probably be equivalent to a B.
You can also get sports bras or training bras that aren't nesscarily cup sizes, but just small, medium and large. You should be able to guestimate what size she'd need (probly a small) based on her stature.
Try Kohl's, Walmart or Target. Also Vanity, if you have one by you, specializes in bras and other intimates.

It is very unlikely that she needs a bra at all if her bust is that small. No one needs to wear a bra until they are at least an A cup. Bras can be quite uncomfortable if she's that small-busted and it's not really necessary to encumber her with them or spend your money. If she is worried about her nipples being visible, she can always wear stretch crop tops.
If she really wants to be measured for a bra, the best thing to do is to take her to a reputable underwear store or a department store lingerie department. Good stores and departments will have kindly women on hand to measure her properly, and they should also stock a very wide range of sizes.

You can buy little sports bras meant for girls just in her position, and that's what my mom bought me when I was at that point, because I didn't want to go to the store either. They work great and they look more like T-shirts, so if a kid at school sees one, she can always claim it's an undershirt, not a bra! At the Target where I live, you can find them in the girls section with the underwear.

If there's a Walmart nearby, in the girls section they have smaller sized bras - buy her a couple different sizes - bring them home and let her try them and decide which one fits best - then return the ones you don't want - just be sure to leave the tags attached.

If you absolutely cannot make her go to the store or measure herself, just make a wild guess and purchase whichever bra you think will fit. If it doesn't simply return it and try again.

Leave her be she doesn't need a bra. If she were uncomfortable she would ask for one, otherwise just leave her be. Not wearing a bra isn't going to hurt her.

just get her a sports bra or a camisol with a built in bra, she probably just doesn't feel comfortable wearing a bra quite yet, my little sister was the same way
