That depends entirely on who you work for and how good you are, I would guess that there are some of both on the high end as well as some of both on the low end...

As said before, it depends on the employer. I am an aeronautical engineer in India and I've seen some software companies paying their staff more than what I get. That is comparing software folks with similar number of years of experience as mine.

Depends if you are good and where you are. A good software engineer on a W2 job can make $150k or more, many make considerably less. A good contractor can double that. At the height of the .com boom one of my friends was making $300/hr as an independent contractor. My friend works for Northrop Gruman on ELINT systems and his pay grade tops out at $180k or so.
The outsourcing situation is interesting, it has destroyed some companies that tried it, they effectively trained their own replacements and couldn't compete against them. On the other hand we find that our Indians are better than the ones that couldn't get out of India. Engineers tend to be smart and practical people, at least the ones you want to hire, and they look at their long term prospects and head off to different jobs. So we have lost a great many good engineers to other industries. College students tend to look at how tough the courses are and then check out their prospects and find they aren't so great, so they choose a different industry. A couple of my friends took their technical experience and added a law degree and are now doing patent law and forensic work. The result of this is that the job market is pretty decent right now.

Software or Hardware?
Really though, most Computer engineering jobs have gone overseas, even here in Ca. the Jobs are drying up.
Aero Engineering is your best bet, decent pay with little chance of it being outsourced to some guy in India.
