If police were investigating a predominantly African-American street gang for involvement in drug sales, would this be considered racial profiling or would it be considered profiling?

It would be TECHNICALLY racial profiling. In practice, however, the police would be right to do this. For example, if you were looking for the terrorists who are likely to hijack planes and repeat the World Trade Center bombings, you'd be looking for Arabs males in their 20s and 30s, as that is the profile for these terrorists. You don't stop an 80-year-old white woman at an airport to be "indiscriminatory" when you KNOW the people you're looking for fit a different profile.

Racial profiling must be based on race.

Bias-based profiling can be based on any prejudice.
Hair color, hair length, religion, age, style of clothing, whatever.
