Try putting some gel in your hair when it's wet. Try not to use too much gel. Then schrunch your hair in sections to make it wavy. Let it air dry for best results or use a blowdryer with a diffuser. You can also put your hair in a braid or braided pigtails when it's wet. Use some gel and do it overnight. Then take the braids out in the morning and you'll have wavy hair. Hope this helps!

maybe try braiding your hair (wet or dry) it with three strands or twisting it with two strands, and use gel or some styling product to hold the style and the ends of the braids. Take them out when dry. This should produce waves
