if your running a 10 Mbps connection (which is the same speed that i'm running at) i download at 500 kb/s. that's really fast compared to the 4 Mbps (about 250kb/s)

next time you download software, your windows downloader pop-up should show you "Download Speed" : around 400 kb/s depending the website you download from...

i use a program called "dan elwells broadband speed test"(http://www.broadbandspeedtest.net/)
this runs in a limited program until you register but the demo mode is enough to give you a report which will have your download speed in it
the good thing about this is it gives you a comparison to comapre your results to and will let you know if the speeds are too slow and what recomendations to take
good luck

alot of times it depends on how fast the server is letting u download at the other end .. or if ur using a p2p app how fast the peers are allowing it ..
