He was probably just on a break from work to get his taxes done and had to return to duty after that. Or on the way home and hadn't changed yet.
MIlitary personel wear their uniforms everyday to work unless they have a specialized position.

it depends on which uniform ur talkin about, u got ur ACUs, the standard duty uniform which we are required to wear anytime were on duy unless otherwise stated, for instance a mandatory bbq were usually allowed to wear civilian clothing and such, and if ur talkin about our class As (the nice green suit), were usually required to wear that uniform to certain military functions such as army balls and such, and to go to a promotion board, and then theres the pt uniform (physical fittness/exercise) that we wear when we do pt, usually in the mornings bfor the duty day starts, but to sum it all up, we wear what were told to wear when were told to were it, and oh by the way, were not allowed to just parade around in any of our uniforms for no reason just when ever we feel like it

I'm not sure about the Army, but Marines aren't allowed to appear in public in uniform unless they're on official business, attending an official function, if their trip off the base occurs during their work day (when they wear their cammies) or as approved by their chain of command (such as, for their wedding, a funeral, etc.,) They do have a civilian dress code that's pretty strict, too... so even out of uniform, they're supposed to look sharp.

All branches are required to wear uniforms while on duty.
Off duty, anything goes, but you can wear no part of your uniform with civies.
Of course you see them in uniform..They are proud of their service, so they wear it.....After 35 years, I still wear mine for special events ( Memorial Day, Veteran's Day, Marine Corps Birthday, Armed Forces Day, POW/MIA Day Etc) )

Regulation allow for propper wear of the uniform off base and on leave, but do not require it, and limit it to propper places only.
A side Note:

Amy S: I send my thanks to your son for his service.
