It means the guy thinks he can touch you in inappropriate places without you giving permission or caring. It means he thinks he's in control. Which we know is not the case.

Aah. The base system. It basically means the four stages of intimacy in a relationship. Let me state them all for you:
1st Base--French kissing.
2nd Base--Feeling. Often involving grabbing the girl's bosom.
3rd Base(debatable)--Oral sex.
Home Run--Intercourse (Sex)
So when he says he "gets away with stealing second base" it means he touched the girl's boob and she didn't care/notice.

its an older type of concept. like first base is meeting the girl. second base is getting to know the girl and hanging out with her and third base is having sex with the girl.
so apparently this guy doesnt want to get to know the girl (you?). sounds like the kinda guy that really doesnt care about girls. hes just out there for one night stands. hes an idiot.
