Any decent skating rink should be able to offer regrinds, as can many skate shops. I get mine done at the Skate Shop in Bayswater W2, a couple of streets away from the Queens Ice Bowl.

I can't really help you out on an exact place not being from the london area myself but you may be able to get your blades sharpened at the sports shop that you purchased your skates from? if not ask at the rink where you skate if they know of a place. The rink should have thier own facilities for sharpening blades, however, i really wouldn't recommend them if they are anything like ones here!! (you must have seen the state the rental skates go out!)
best of luck :)
