my husband does music and he can record it to his pc but he needsa program to make it mp3 to post it on his web page.

To convert music to MP3 format should use an MP3 Encoder.
LAME MP3 encoder is a encoder to create MP3 files.

You should have the windows media player already on your computer, use it.
Setting options for ripping CDs
You can set the following options by using the Rip Music tab:

Change the storage location for CD tracks.
Specify whether tracks are ripped to your computer in Windows Media Audio or MP3 format.
Protect ripped tracks from illegal distribution, copying, and sharing.
Specify the sound quality of music copied in the Windows Media Audio format.

Audacity is a nice sound editor.

But it still needs the LAME encoder that the first poster linked. It's also liked on the audacity site.
