Hello, I am a guy so this seems easy.
This situation really depends on what's happening though.
Is he consistently staring at you?
If so, he likes you and really wants to get to know you. (If you don't know him yet) Guys are shy and never know what the opposition (girl) is thinking. If this guy is a nice and shy person, go up and talk to him. Trust me, I'm a shy guy. We all love it when ANY type of girl just comes up to us and shows interest as a friend. Shy guys don't get that often, so they feel lonely... but you can change this and get really close to him.
If you add more details, I can come back to this question because I don't know what the situation is.

Well this is really common.It varies according to the individual actually.Some of the reasons include
1.He thinks you are kinda attractive
2.Might be checking you out.There is a reason behind it. :)
3.Or maybe he has seen u somewhere

most of the time a guy stares is when he thinks your goodlooking or he thinks hge might know you or you have a little food on your face.
