If you are sure they are underfed, ribs showing, sunken in at the hips, skin hanging, then I hate tell you to go against your mom, but the call can be anonymous, so your neighbor won't know it's you.

I would call and report them.

If you just can't do that, maybe you can slip some extra food under or over the fence for it.

If it's just you thinking that they seem skinny, then you may want to just leave the issue alone, or ask another neighbor for their opinion on the dogs health.

I'm a firm believer that we as humans need to stand up for our animal friends, but you need to do what is right after really looking at the situation.

You can call the police and they will contact the animal control unit. Or you can just go to your local animal shelter and tell them the situation. If they see that the dog is indeed suffering, they will take action and probably take the dog away.
Some people are terrible!!

Presumably your mother is preventing you from calling them because she doesn't feel that it's necessary. How do you know the dog is being inadequately fed? Does it stand with its tail between its legs? Can you see its ribs? If not, then perhaps the situation is not quite as you see it.

On the other hand, if that *does* describe the situation, it is your duty to inform the appropriate people.

It is people like your mom that are spineless and dont want to help. How can a person turn away from neglect, I will never understand. CALL THE LOCAL PET SHELTER AND GO TO THE HOUSE AND GIVE HIM SOME FOOD AND WATER RIGHT AWAY! You are right to want to help! Good for you!

If you aren't going to call, ask someone to call for you... Remember, each day this goes on, the dog is in danger. You can use someone else's phone and you can call without using your name..The important thing is help the dog, they cannot ask for help theirselves, they depend on others.

Can't you use a pay phone or the internet to inform a local shelter or rescue?
