Use a hair dryer over one tile at a time for a few minutes, then remove the tile (the glue melts this way)

Chances are you are referring to a kitchen that is above grade. Meaning that your kitchen is not over a concrete slab. The construction of your floor will be as follows: the bottom layer is the joists or floor boards, on top of that will be a flooring grade 1/2" - 3-4" plywood, over that there will be a 1/4" luan, over you luan will be your 2 layers of vinyl.

The proper way to replace your floor would be to remove the 1/4 round, set your saw depth to cut up the 1/4" luan and 2 layers of vinyl and dispose of them.

Install fresh luan with screw nails patch the seams to and nail holes smooth. Then trowel out your glue with the proper v-notch trowl for your adhesive and put down your our new vinyl, silicone seal the perimeter of the floor and reinstall existing or install new 1/4 round.
It's worth the effort. Your new floor will perform for the stated length of time the manufacturer warrants the floor this way.
Any further questions do not hesitate to ask.
Reading the maufacturer's installation instructions for the specific vinyl product you choose will give you more specific guidelines.

Make sure the original tiles aren't asbestos tiles. I have those and you really should have a hazmat team come remove them. That's what has been recommended to me.
