The Federal Highway Administration, which is under the U.S. Department of Transportation, publishes the Manual on Uniform Traffic Control Devices. The MUTCD is the bible for traffic engineers across the country. All roads that benefit from federal funding MUST conform to MUTCD standards. The MUTCD is also closely aligned with other nations' codes for uniformity's sake.

You can view the MUTCD online at http://mutcd.fhwa.dot.gov/.
