is heavier weight with less reps or lighter weight with more reps better for increasing speed?

Top speed tends to move along with explosive leg strength. That would be the higher weight, lower rep versions. But, you are actually better off training your legs directly for the running motions, pulling sleds, bounding drills, stairs, hill repeats will do a better job of building your top speed by building the correct muscles. Also try doing interval work on a slightly downward sloping surface so your stride will lengthen during the exercise.

Yes, you can improve speed by improving strength. If you think about it sprinting or running is moving your mass which requires muscles. The key is finding the balance between optimum muscle without unnecessary bulk. When you do reps use explosive action. That is, drive the weight up, let it down slowly, pause at the bottom,and explode with the next rep. You can find a good program with the different exercises. Besides leg presses, curls, toe raises, lunges, dead weight lifts, you should also do cleans with barbell. Remember that you increase your strength during recovery, which is the days off, so don't over do it.

I've read a number of articles on this subject and I tend to agree with the thought that weight training does not enhance running speed to any great degree. This is, in part, because the actions of running aren't the same as the actions done with the leg lifts, curls, and squats. If you want explosive speed, you'll need to add intervals, hills, and distance workouts to your repertoire. You may also benefit from plyometric drills like jumping rope.
